How to apply:
Applicants can complete the pre-application online. All applications will be reviewed for eligibility, and applicants qualified with a program-participating lender will be entered into a lottery system. Selected applicants will be notified via email, then guided through the next steps of the homebuying process.
Lottery process overview:**
Apply and Confirm Eligibility. Applicants submit a self-assessment and application (see above). Richmond American will review submissions to confirm eligibility, including income limits and first-time homebuyer requirements.
Random Lottery Drawing. All eligible applicants are entered into a City-administered lottery. A random ranking is generated using a transparent, recorded process.
Receive Your Ranking. After the lottery drawing, applicants will be notified of their lottery position and can view the recorded drawing.
Verification and Unit Offers. Applicants are contacted in lottery rank order to verify eligibility and submit required documentation. Available homes will be offered beginning with Rank #1 and continue down the list until all homes are filled.
Waitlist. The lottery ranking serves as the program's waiting list. If a selected applicant withdraws or is no longer eligible, the next-ranked applicant will be contacted.

All applicants must complete income and program qualification requirements before purchasing a home.
